I had some success with Unity's Universal Rendering Pipeline...

I tried to learn about it a while ago when it was called the Lightweight Render Pipeline and had a lot of trouble. I found a shader template and then used Unity Hub to create a new URP project with all the settings properly configured, then finally had some success.

I was able to add custom properties to the shader, scroll the texture, and affect its color and alpha. Pretty happy about that!
